The CLEAR partnership has always endeavored to provide a venue for stakeholders to exchange information and discuss current issues relevant to the conservation of Laguna de Bay.  For three years (2002 to 2004), it consistently held the Stakeholders' Conference where the State of Laguna de Bay is presented to the the stakeholders of the lake.

In 2005, the CLEAR partnership held the Living Lakes Conference and it provided opportunity for the Laguna de Bay to showcase local conservation efforts and gain insights from among the many experiences of the Living Lakes Network members and other concerned individuals all over the world.

To extend the reach of IEC to the local communities, the CLEAR partners launched the Wetlands Caravan, a series of local fora focused on local issues.  The forum employs a more participative and community driven approach, giving emphasis on the specific needs and uses of wetland to a particular community, and at the same time elicit response from the community in terms of how they see it as a resource that can be used in a sustainable manner.  This approach is under the concept of the Communications, Education and Public Awareness (CEPA) Program of the SCPW.
