The SCPW, with its CLEAR partners, holds a series of fora that brings together the different
stakeholders to discuss common concerns and to have the opportunity to
learn what each one is doing as far as lake conservation and
management is concerned. It is envisioned that the activity will
generate local best practices that can be shared and replicated.

To ensure its success, a core group of stakeholders was organized to
provide policy direction to the activity. The members of the Lake Forum
Steering Committee are Mr. Joey Cariño of the Laguna Lake
Development Authority, Engr. Wilfrido Nava of the Federation of
River Basin Councils, Director Celso Diaz of the Ecosystems
Research and Development Bureau, Dr. Ben Eusebio of the Lasallian
Institute for the Environment, Ms. Lina Tanjuatco of the Tanay
Environment Foundation, and the CLEAR Partners.

The first session of the Lake Forum Series focused on one of
the most innovative and pioneering efforts in the use of
economic incentives to address environmental problems and
issues - the Environmental User's Fee System (EUFS). The
objectives of the session are:
-
to
update stakeholders on the implementation of the EUFS in the
Laguna de Bay region, specifically on the success and challenges
faced by the authorities in its implementation;
- to
generate comments, recommendations and other inputs from the
different concerned sectors of society that would be helpful as
feedback mechanism on policies affected the Lake and its
stakeholders;
- to
provide mechanism for generating information that can be shared
among stakeholders;
- to
be one of the means of connecting people to expand, strengthen and
sustain partnerships among Laguna de Bay stakeholders; and
- to
have an alternative mechanism for inputting to the review and
formulation of policies concerning the
The main paper on EUFS was presented and discussed by Mr. Ceasar
Natividad of the Laguna Lake Development Authority. Three
discussants (Engr. Aldrien Montalban of the Eco-Industrial Exchange
Network, Mr. Eliseo Baltazar of Ecosystems Research and
Development Bureau, and Dr. Ben Eusebio of Lasallian Institute
for the Environment) gave their respective insights on the EUFS
based on their individual/institution's experience and/or
expertise. A plenary discussion followed which gave the
participants the opportunity to share their insights, comments, and
experiences on the implementation of the EUFS.

A follow-up session on "Implementing the Environmental
Users' Fee System in the Laguna de Bay Region" was
held on as part of the Environmental Forum organized by the Eco-Industrial
Exchange Network (Eco-Index).
The purpose was to further
articulate the views and recommendations of the industries
along the lake basin on the EUFS policy and implementation
based on their individual and collective experiences.
Ms. Amy Lecciones of SCPW also briefed the forum participants
on the progress of the crafting of the Implementing Rules and
Regulations of the Clean Water Act.

The SCPW spearheaded the holding of the
CLEAR Youth Network Forum on 01 October 2005. It was organized to strengthen
the commitment of the youth and to plan the next steps for the network.
Five youth groups came together as a network to push for a
common agenda, the conservation of Laguna de Bay and its
environment.

The
guidelines of the CLEAR Youth Network, the crafting of which
was the main agenda of the Forum, was formulated by the
participants. The objectives, projects and activities,
and the participation and involvement of the various groups to
the network were discussed through a planning workshop,
plenary discussions and group dynamics.
The event was supported by Protected Areas and Wildlife Bureau
of the Department of Environment and Natural Resources.

The CLEAR started to map the conservation initiatives
within the Laguna de Bay Region. The project aims to
determine whether the interventions in specific parts of
the Lake Region are appropriate and adequate considering
the type and magnitude of the area’s conservation
problem/s especially in the light of burning issues like
climate change. Among its desired outputs are
GIS-based maps of initiatives and conservation problems.
Further, it will complement networking among Lake
advocates.
As the largest lake in the country, and one that is
shared by lakeshore cities and municipalities,
advocating best conservation practices is a step towards
adapting to or mitigating the adverse effects of climate
change, which is one of the serious long-term
environmental problems being faced globally. An
initial step is to gather the local government planning
and development officers to map environment-related
activities recently completed, on-going or proposed in
their respective city/municipality. The purpose of the
mapping is to determine geographically the level of
effort being done to conserve the lake. Moreover, it
will give the CLEAR partners an idea whether climate
change concepts have been already integrated in their
local plans.
