Two
decades ago on February 14,1979, a group of NGOs from across Asia met in
Bangkok, Thailand to discuss their collective input for the World Conference on
Agrarian Reform and Rural Development (WCARRD). This Workshop, which culminated
a yearlong series of village and country-level consultations in 10 countries,
marked the founding of the Asian NGO Coalition for Agrarian Reform and Rural
Development (ANGOC).
ANGOC
has since grown into a regional association of 20 national and regional networks
of non-government organizations (NGOs) from 10 Asian countries actively engaged
in food security, agrarian reform and resource rights, sustainable agriculture
and resource management, participatory processes, transforming financial
institutions and other rural development activities. Its member-networks have
an effective reach of some 3,000 NGOs throughout the Asian region.
To
complexity of Asian realities and the diversity f NGOs highlight the need for a
development leadership to service the poor of Asia --- providing a forum for
articulation of their needs and aspirations as well as expression of Asian
values and perspectives. ANGOC seeks to address the key issues related to
agrarian reform, sustainable agriculture and rural developmnt in the region today.

ASAP: ANGOC Strategic Action Plan 1998-2001
The
ANGOC network approaches the next millenium with a three-year Strategic Action
Plan from 1998 to 2001. The plan addresses the changing environment of
development work in Asia; builds on ANGOC�s past accomplishments &
distinctive competence; focuses on areas where ANGOC can make the most impact;
and, finds new ways of working together and revitalize the Network and its
members.
After the 5th Asian
Development Forum in March 1996, the ANGOC network began the vigorous process of
redefining its strategic direction. ANGOC�s members and partners during the
ADF 5 committed to work towards the promotion of an alternative people-centered
sustainable development agenda. From this resolution sprung forth the
network�s action agenda --- Food
Security in 200 Asian rural communities by engaging actively in policy advocacy,
capacity building, upscaling, research and information sharing on Natural
Resource Management, Sustainable Agriculture and Agrarian Reform.
Notable insights were
also infused into the strategic plan from ANGOC�s Vision-Mission Statement,
findings of ADF 1-5, the previous Strategic Action Plan (1993-98), discussions
of the ANGOC Board and General Assembly, and the Secretariat�s internal
assessments.
