The Central Cordillera Agricultural Programme (CECAP) is dedicated to improving the lives of the rural people of Ifugao, Kalinga, Abra and Mountain provinces of Northern Luzon, the Philippines. CECAP is supported by a grant from the European Union and by funds provided by the Government of the Philippines. The Department of Agriculture is supervising CECAP. Phase 2 of the Programme started in 1996 and will end in July 2003.
