The 18,000-kilometer Philippine coastline supports a wide variety of animal and plant
life, where vital ecosystems are found and critical feeding, breeding and/or nursery
grounds for our fish, marine mammals, reptiles, and invertebrates. It is no wonder then
that our coastal areas have become busy livelihood centers. They serve as sources of food
and as important venues for education, scientific and recreational activities. Our
coastline also nurtures our rare wildlife species, such as marine turtles and the dugong
or sea cow.
The urgent need
to protect and conserve the countrys fast diminishing coastal and marine resources,
prompted the creation of the Coastal Environment Program through Administrative Order No.
19 on April 1993. Its creation has allowed the Department of Environment and Natural
Resources (DENR) to place equal emphasis on the protection of our marine resources. |
Mission
To improve the quality of life of the present and future
generation of coastal residents through community-based sustainable management of coastal
and marine environment.Vision
A sustainably productive coastal and marine resources,
equitably accessible to resource use and development, and managed by committed communities
and supportive local government units. |
Objectives

To preserve, manage, and enhance the marine and terrestrial
resources of coastal areas |

To utilize community organizing as the basic means of
intervention. |

Involve community and immediate stakeholders of the coastal
and terrestrial resources as principal partners of the DENR. |

To inspire higher levels of productivity, biodiversity,
sustainability and economic integrity of natural resources through the promotion of
environment-friendly technologies. |

To improve the cultural, socio-economic and generational
equity in access towards use of natural resources by: |

Expanding the livelihood opportunities |
|
|
Democratizing control of ecological support system |
|
To expand sectoral participation in the protection and
management of the environment of coastal areas. |

To reinforce concerns about resources degradation and
previous examples of the benefits derived from improved resource management. |

Program Components
To achieve its objectives, the CEP has the following
components:
- Conservation and management of coastal habitats
- Protection of endangered species
- Monitoring and control of coastal pollution
- Inventory/assessment of coastal resources
- Applied research
- Development of special projects
- Establishment of coastal/marine protected areas
|
Scope of CEP
The CEP is
tasked to promote the use of environment-friendly coastal technologies; expand livelihood
opportunities in, and assure equal access to, coastal resource; and upgrade the
capabilities of all DENR personnel in the management of coastal environments.
In so doing, the Programs staff is
expected to continuously review existing policies while formulating and implementing new
directions to improve the productivity and equity of human benefits in coastal areas.
