Preparation of the Second National Report
to the Convention on Biological Diversity

PAWB Director W. Pollisco          The Philipine Sustainable Development Network Foundation, Inc. was commissioned by the Protected Aread and Wildlife Bureau of the Department of Environment and Natural Resources to prepare the second Philippine National Report to the Convention on Biological Diversity.

          One of the activities undertaken was the holding of a series of consultation workshops in March 2002 with the Philippine Council fo Sustainable Development Sub-Committee on Biodiversity, and with the representatives from various agencies, organizations and institutions in Luzon, Visayas and Mindanao.

         The Second Philippine National Report to the Convention on Biological Diversity was submitted to the CBD Secretariat on 15 April 2002.  

          This activity is one of the major components of the Add-On Enabling Activity on Biodiversity of the United Nations Development Programme.

Planning Workshop on the Development of a
Philippine Biodiversity Information Network

          The Philippine Sustainable Development Network Foundation, Inc. conducted a Planning Workshop for the Development of a Philippine Biodiversity Information Network (PBIN) for the Protected Areas and Wildlife Bureau (PAWB) of the Department of Environment and Natural Resources and the ASEAN Regional Center for Biodiversity Conservation (ARCBC). This was an initial effort towards bringing together stakeholders to share and exchange information that would support decision-making to conserve biodiversity. This activity was also held in compliance with one of the recommendations of the workshop on "Standardization of Biodiversity Reporting and Information Sharing" participated in by ASEAN countries in Cisarua, Bogor, Indonesia on 27-28 June 2000.

          The two-day workshop had the following objectives: a) to draft a biodiversity information sharing framework among stakeholders with details on procedures, protocols, ownership, access, regulatory measures, and organizational roles and responsibilities; b) to draft an Agreement among stakeholders to support the adoption and operationalization of a Biodiversity Information Network; and,  c) to draft a 5-year plan on the establishment and operation of a PBIN.

 

Preparatory Workshop with PAWB
  
...integrating outputs         In preparation for the planning workshop, in December 2000 at the Richmonde Hotel in Pasig City, the PSDN facilitated a one-day workshop for the PAWB that assessed and consolidated its data holdings, identified its data needs as well as its role in the proposed Biodiversity Information Network. The workshop was also able to come up with PAWB’s positions, as the National Biodiversity Reference Unit (NBRU) in the country, with regards to an information sharing protocol. This preparatory workshop essentially prepared PAWB for its inputs and role in the planning workshop and in the network as well.
  
Lectures
  
         To give a backgrounder and update the participants on ARCBC’s efforts towards information sharing, lectures on "The Purpose and Potential of Sharing Information" and "Sharing Information Using Metadatabases and Web-Based Technologies" were included in the design.
  
Presentation of Participants
             To generate information on the data holdings and needs of organizations present in the workshop as well as to have an idea of their capacity to network and their present mode of sharing information, the participants (representing government, non-governmental, research and academic institutions) presented brief profile of their respective organization.
  
Plenary Workshops
  
          Plenary workshops were conducted to craft the key agreements for an information sharing protocol and to draw up a five-year action plan.

Director Mundita Lim           Mr. Gregorio Texon of the ASEAN Regional Center for Biodiversity Conservation expressing the ARCBC’s support to efforts that pertain to the country’s compliance to the Convention on Biological Diversity and other similar regional and international commitments.
          Ms. Theresa Mundita Lim, Assistant Director of PAWB welcomed the participants and emphasized the value of information in the protection and management of the country’s biological heritage and the importance of sharing these information.

          DENR Secretary Jomari Gerochi’s message, read by PAWB Assistant Director Theresa Mundita Lim, stressed that the workshop will add another important dimension to the cooperative efforts in biodiversity conservation by exploring ways to improve the sharing of biodiversity information among stakeholders. He also underscored the fact that in view of the advances in information technology, information sharing will allow optimizing the utilization of data holdings and thus the need to forge a framework for data sharing has become imperative.

Pilot Testing of
Prototype Database on Philippine Biodiversity

          In May 2000, the PSDN, in partnership with the Protected Areas and Wildlife Bureau of the Department of Environment and Natural Resources (PAWB-DENR), pilot tested the prototype database on Philippine biodiversity in selected regional offices of the DENR. The pilot testing involved the installation of the prototype database in the computers of the regional offices and training of users regarding its operation with the aim of obtaining inputs for its refinement and further development.

          The database is composed of data sets on species, protected areas, indigenous peoples, legislation, centers of plant diversity, defined relationships, forms and reports, and an opening database window among others.

          The database is now running on-line as part of the Clearing House Mechanism for Biodiversity and the National Biodiversity Reference Unit (NBRU).
