  • In the setting up of a management program, the base status of the coastal resources has to be established. It is important that the perceptions, attitudes and needs of the stakeholders be fully assessed.
  • The community must see some immediate results of their management efforts if they are to continue a management program intended to improve their marine environment. Baseline data, assessments and monitoring of the resources are required to illustrate to the community the condition of their environment and to reinforce their management participation and to assist in formulating future plans.
  • To gain the cooperation of the local community, the political system should be supportive of the program; and the group that will assist the community must be technically competent and sensitive to the people’s needs.
