organizing a design competition -
developing Lumban Delta as an
Ecotourism Site

CLEAR
and the ASAPHIL (Association of Architectural Students of the
Philippines) - UP Diliman Chapter organized a design competition known
as "Developing the Lumban Delta as an Eco-Tourism Site: A Design
Competition". The competition has the following objectives:
- To create awareness among
college students on sustainability in the fields of architecture,
tourism, and the environment.
- To showcase the talents
of architecture, landscape architecture and interior design students.
- To encourage the youth,
particularly college students, to be an active participant in the
building of a sustainable future.
- To promote the
participatory approach for all stakeholders of a particular project.
The competition was officially launched on 30 November 2004 in a
Symposium on �A Sustainable Future in Architecture, Environment, and Eco-tourism � at
the Melchor Hall Theatre, Melchor Hall Building, University of the
Philippines - Diliman Campus. More

raising the awareness of youth
Kilos Kabataan Para sa Lawa - an
ecological camp
|
The
second CLEAR Ecological Youth Camp was held on October 27-29, 2004 at
the Los Ba�os Forest Club in Laguna, in partnership with the Department
of Social Development Services of the College
of Human Ecology in University of the Philippines - Los Ba�os and the student
organization Samahan ng mga Mag-aaral ng Teknolohiyang Panlipunan.
It was organized in cooperation with the Local Government of
Los Ba�os, Laguna.
Twenty young student leaders
from high schools within Los Ba�os, Laguna participated in the
three-day ecological workshops. Environmental lectures and group
dynamics were designed to foster a deeper appreciation and
understanding of Laguna de Bay. It was highlighted by
field exposures and water quality monitoring to three lake tributaries
within Los Ba�os, as well as a boat ride around the
Lake�s Sampling Station 8. The Eco-Camp concluded with a
commitment setting to guide the eco-campers through the actualization
of their visions for Laguna de Bay.

to the 9th Living Lakes Conference -
|
The theme of the 9th Living Lakes Conference was "Land and Water
Use in Recreational Development - Business and Corporate Social
Responsibility for Water Ecosystems". The Conference
was about exploring land use and water use strategies that protect the
natural values of lake and wetland ecosystems now and for future
generations. The Conference addressed these issues by focusing
on two key themes:

managing
development and growth to ensure wetlands and lakes are
healthy and enjoyable for generations to come; and |
- |
united
recognizing that healthy lakes and wetlands are a part of a
vibrant economic future, and that accountability for
environmentally responsible economic activity rests with
businesses, along with communities and government. |
This
was held in British Colombia, Canada on 26 September to 02 October
2004, and was hosted by the District of Invermere, the East Kootenay
Environmental Society, and the Global Nature Fund.
CLEAR was represented by the representatives from the three partners:
Ms. Lennie Borja and Mr. Casimiro Ynarez, the General Manager of Laguna
Lake Development Authority; Ms. Amy Lecciones of the Society for the
Conservation of Philippine Wetlands; and Ms. Jika Mendoza-Dalupan of Unilever
Philippines. |

of the 3rd Stakeholders' Conference for Laguna de Bay - "Linking Communities Towards Lake Stewardship" |

For the past two years, CLEAR has brought together Laguna de Bay's
stakeholders to encourage everyone to participate in lake conservation
efforts. This year, the Conference heightened the call for a
concerted effort by launching a CLEAR Network and the formal
announcement of the 10th International Living Lakes Conference
that the partnership is hosting in Manila in 2005.
Held on 16 September 2004 at Manansala Hall of the Holiday Inn
Galleria Manila at Ortigas Center, Pasig City, the Conference was
attended by stakeholders from various sectors. Undersecretary
Demetrio Ignacio of the Department of Environment and Natural
Resources graced the affair and took the lead in inviting the
stakeholders to involve themselves to make the hosting of the 10th
Living Lakes Conference a success.

The
first session of the Lake Forum Series, which was held on 23 April
2004 at the Astoria Plaza in Ortigas Center, Pasig City, focused on
one of the most innovative and pioneering efforts in the use of
economic incentives to address environmental problems and issues - the
Environmental User's Fee System (EUFS).

LAKE FORUM 1

A follow-up session was held on 19 August 2004 at Carmelray Industrial
Part II as part of the Environmental Forum organized by the Eco-Industrial
Exchange Network (Eco-Index). The purpose of the
follow-up session was to further articulate the views and
recommendations of the industries along the lake basin on the EUFS
policy and implementation based on their individual and collective
experiences.

Forum Series

CLEAR will be holding a series of fora that will bring
together the different stakeholders to discuss common concerns
and to have the opportunity to learn what each one is doing as
far as lake conservation and management is concerned. It
is envisioned that the activity will generate local best
practices that can be shared and replicated.
To ensure its success, a core group of stakeholders was
organized to provide policy direction to the activity.
The The Lake Forum Steering Committee was organized on 18 March
2004. The members of the Committee are Mr. Joey Cari�o
of the Laguna Lake Development Authority, Engr.
Wilfrido Nava of the Federation of River Basin Councils,
Director Celso Diaz of the Ecosystems Research and
Development Bureau, Dr. Ben Eusebio of the Lasallian
Institute for the Environment, Ms. Lina Tanjuatco of
the Tanay Environment Foundation, and the CLEAR
Partners.
