Project Rationale

Architects are part scientist-mathematicians and part artists.  This project allows students an expression for both aspects � providing a venue for the college to showcase its talents.  The organization at the same time is able to contribute to a greater cause - the protection and building of a sustainable environment.  The building of the Filipino Community through a sustainable cycle is not only the responsibility of adults.  The Youth will one day be the heirs to this treasure and it is the interest of all that their participation in this process be at its earliest stage.  Through the execution of this project, a greater awareness of the need to a sustainable future by a greater number of people � specifically students, who are the recipient of the hard work adults are putting in to ensure our bright future � shall be realized.

Project Concept

Eco-tourism is a sustainable prospect for the future of our country. The specific eco-tourism site of this project will increase economic activity in its catchment area, alleviating the local inhabitants� poverty and thereby increasing the capability of the community to help preserve, protect, conserve, sustain, and limit stress on the catchment area.  The project will strive to produce a sustainable cycle from the creation of jobs, means of living and healthy lifestyle.  The project bears in mind the important factor that is Laguna Lake which is its main water resource.  The proponents believe in the participatory approach, in all levels, in finding a solution that is sensitive to all social and cultural diversity.  Stressing the finite quantity of fresh water, its vulnerability and its infinite-renewal ability through sustainable management.  The proponents believe that the solution will be a balance of the competing needs of economy, society, and environment.

Project Objectives
  
1. To create awareness among college students on sustainability in the fields of architecture, tourism, and the environment.
2. To showcase the talents of architecture, landscape architecture and interior design students.
3. To encourage the youth, particularly college students, to be an active participant in the building of a sustainable future.
4. To promote the participatory approach for all stakeholders of a particular project.

III. Submission of Entries and Judging (May 2-6, 2005)
IV. Awarding and Ceremonial Handover to Lumban Municipal Government of winning entries (May 17, 2005)

Launching of the Competition
and Symposium on A Sustainable Future in Architecture, Environment and Eco-Tourism

Registration at the Symposium The official launching of the competition was in the form of a  Symposium entitled  �A Sustainable Future in Architecture, Environment, and Eco-tourism" which was held on November 30, 2004 at the 3rd Floor of  Melchor Hall Theater, Melchor Hall Building, University of the Philippines Diliman Campus.  It was attended by more than 300 students from universities and colleges around the country.  The Launching was composed of two parts, the first was a symposium of selected topics to give the students and the contestants an introduction to and context on sustainable development, green architecture and successful eco-tourism sites, while, the second part is the competition introduction proper, where the contestants were briefed on the rules and guidelines of the design competition.

The objectives of the Symposium are:
1. To create awareness among college students on sustainability in the fields of architecture, tourism, and the environment.

Field Visit

the organizers with the Mayor and MPDO of Lumban... The Field Visit is a follow-up activity to the Launching and Symposium and gives the contestants the opportunity to observe first-hand the culture of Lumban, the beauty of its environment, and the architectural characteristics of the area.  The contestants are also introduced to the people of Lumban � the beneficiary of the project.  The Field Visit is in preparation for design concepts required to be submitted by each team.

The Field visit was held on December 11, 2004.  Two buses carried a total of 128 students, 2 professors, and 5 organizers.  Upon arriving at the Lumban Municipal Hall, they were welcomed by the Municipal Planning Officer Mr. Sotero Himoc.  The contestants then went to Kalayaan Ridge which overlooks the Lumban Delta and Mr. Sotero Himoc gave a lecture on the geographical nature of the site.  After lunch at the Municipal Hall, the contestants took a  boat ride to the site. The contestants were given an hour to tour the town and get a glimpse of Lumban�s unique town life.

The next phase in the competition was the submission of the required design concepts wherein each team will explain through sketches, drawings, and text their concept of the proposed Eco-Tourism site.   A total of thirty-five groups turned in their design concept papers on January 8, 2005.

Submission of Entries and Preliminary Judging

I. Submission of Entries

The last entries were received at the SCPW office and ASAPHIL-UP from the contestants on April 25, 2005.  A total of 22 entries were received for the preliminary judging. 

II. Preliminary Judging

The preliminary judging was held at the new architecture building at UP Diliman Campus on May 4, 2005.  The judges were Ms. Ma. Cheryl Prudente of the Society for the Conservation of Philippine Wetlands; Ms. Precy Calimag, Project Coordinator of the National Eco-Tourism Project; and Mr. Sotero Himok, Municipal Planning and Development Officer of Lumban.

The entries were judged by the following criteria:

Concept     30
How creatively and successfully the design meets the project objectives which include integrating concepts of sustainable architecture, sustainable development and Filipino culture.

Environmental Impact     20
The impact of the architectural design on the environment and the local culture through the potential use of natural resources (land, energy, water, building materials, etc.) and pollution control (water, air, solid waste, etc.)

Practicality     10
How well the design can be constructed, ease of maintenance, compliance with codes, and recommended technologies

Out of the 22 entries, 11 entries were considered for the final phase of the competition which is the final judging.  The entries/groups which were included into the final judging were from the following schools: University of the Philippines - Diliman, Batangas State University, Saint Louis University, Far Eastern University, and Polytechnic University of the Philippines.  Documentation of this phase, specifically the score tallies and sheets is available upon request from the SCPW or ASAPHIL-UP.

Final Judging

The final judging phase was conducted in the graduate room of the new college of architecture building on May 10, 2004.  The judges included: Mr. Edgardo Manda, Director of the Laguna Lake Development Authority; Ms. Felice Prudente-Santa Maria, Commissioner of UNESCO National Commission of the Philippines; Ms. Ma. Cheryl Prudente for Dr. Ben S. Malayang III, President of the Society for the Conservation of Philippine Wetlands; Mayor Wilfredo S. Paraiso of the Municipal Government of Lumban, Laguna; Arch. Celestino Ulep, Consultant for the National Eco-Tourism Project; Arch. Geronimo V. Manahan, Renowned Tropical Architect; and Arch. Joven Ignacio, Tropical Design Professor at the University of the Philippines - College of Architecture.  The entries were judged on the same criteria as the preliminary-judging, however the entries were presented by the contestants personally to the judges.  They were tallied and ranked first, second, third and runner-ups.

Awarding and Ceremonial Turn-over of Winning Entries to Lumban Municipal Government at the 10th International Living Lakes Conference at Tagaytay City

During the 10th International Living Lakes Conference on 17 - 18 May 2005 at the Taal Vista Hotel in Tagaytay City, the Lumban Delta Design Competition, as it is popularly known, was presented during the Youth Forum.  The winners were presented to the conference participants and the press.  The winning entries, at the closing ceremony of the event, were officially turned over to Mayor Wilfredo Paraiso of the Municipality of Lumban. 

Also during the event, the winning scale models of the Lumban Delta Design Competition were the centerpiece of the exhibit at the lobby of Taal Vista Hotel, the venue of the 10th Living Lakes Conference.  President Gloria Macapagal-Arroyo, who graced the opening day of the conference, was all praises to the winning entries.
